when the buyer's broker approaches the owner of commercial property to sell, who should pay commission?

The seller did not have the property up for sale so therefore the seller did not have an agent. Is the seller obligated to pay 3 to 6% commission to the buyers agent

all real estate fees are negotiable. If the agent has a ready willing and able buyer Seller should be happy to pay a fee. At that point it's up to the agent to define what his fee would be....

It is a negotiable deal point. Traditionally, the Property Owner will pay the sales commission. The Commission Rate will depend on the sale price and market conditions.
