when buying a property, do investors review the electricity contract (in dereg areas)?

An investor should review everything that relates to the investment. Will they? They might miss it. In many states if it materially effects the property, and the seller knows about it, the seller is required to disclose it. A disclosure requierment might also depend on the type of property it is?
