It depends on the context. However, in government contracts they are likely wanting to know what procurement fee is going to be charged in a competitive bid.
For broker-cooperative deals, there is the listing side and the buying or procurement side. I suspect the “percentage; procurement fee” is a question about what will the buyer's representative be demanding in the transaction. The additional question is who is going to be responsible for paying the procurement fee?
