Both are commonly used. Some people will use per year rather than per month because to some $15/sf/yr sounds like it's less than $1.25/sf/mo. Others use per month rather than per year because it's easier to calculate the monthly rent.

S.F. pricing stated monthly is most common in multi-family housing.
Annual S.F. pricing is common for all other asset classes (retail, office and industrial).

The most common form of pricing may also be related to the area you are in. While one is not necessairly better than the other it may be simply what everybody is used to in a particular region that determines which method is used.
