What you've described is a profoundly unethical scenario. Also unlikely.
A more plausible scenario would be for the owner's agent to present both offers and help the owner decide which is the better choice. The owner might decide to take the deal that's subject to financing because it's a better price. I've had owners in such circumstances take the non-cash deal BECAUSE they want me to get the entire commission. I've also had situations where the commission is lower in the event that I'm the sole broker vs a deal involving a co-broker.
My guess is that you do not have all the facts.

There's a code of conduct where the agent are suppose to provide all offers. Does he have too, not really. Can you sue him for it? Yes.
I've seen an agent did this once to his client. He had multiple offers, but only presented the one that he was representing both buyer and seller, so that he can double end the commission. Even though the other offer was slightly higher, he did not represent the buyer. Owner did not know about it.

If the owner's agent is a REALTOR there is a code of ethics that requires the REALTOR to place the interests of his client first and foremost above his own. Any and all offers - good, bad, ugly - should be presented to the owner as soon as possible after being received until and unless and if the owner advises instructions in writing to the contrary and any offers after a contract has been submitted should also continue to be provided until unless if and when the owner advises to the contrary. There can be good valid reasons why one or the other may be a better stronger offer but it is up to the owner to make that decision.
