Solution to nighttime hip hop crowd scene leaving bad image in dwntwn retail & restaurant rental area

Over the past decade, the violence and obnoxious crowds from nightclubs concentrated along lovely warehouse district avenue has cast a bad image of the area. Lack of drive up parking and meters frequently hooded have deminished customer pool. LIght rail conveniently takes visitors to the Mall of America, leaving little time for visitors to explore unique, upscale retail & restaurant in what was a thriving area in the 80's. Office spaces are leased with digi/tech firms, but street level remains unleased. The nightime economy is not in control. Daytime is diminished.

Perhaps the Councilman or state Rep for this area can help you solve this, there is no one answer for this kind of activity to be controlled.
