when do the service of notifications by a landlord become legally binding and enforceable

i am pretty familar the three ways a landlord can notify me of changes to terms of my month to month commercial lease. when landlord posts notice of rent increase on my office door 30 days before the increase takes place, but fails to not also send the same notice in the mail....is the increase in rent a binding/enforceable new term ?
