This is pretty typical, almost standard in any commercial lease. The tenant is not permitted to use their security deposit as payment of the last month's rent due. That's because the landlord will want the opportunity to first inspect the property upon lease termination to make sure tenant has left it in the condition specified in the lease. If the landlord has already given up the security deposit, they have no leverage to make sure the tenant has left the property in acceptable condition.
