moving from upstairs to downstairs in same complex. they are going to charge me 250.00 administrative fee

Complexes will do this because they have to make changes on their computer system plus change the lease which requires Admin time this is normal in the industry.

Great answer Jason "Tell them you can't stay upstairs because of physical issues and if they don't move you down you have to move". Good idea for a broker to instruct a person to lie. Don't see any mention of physical limitations or issues, maybe I am missing something here.

If this property is managed by a professional management company this is not unusual. Their files have to reflect the change in tenancy on several documents including the Lease. Although it seems like a small task, this takes time and time is money.

As others have said there is going to be time and effort from the management company to complete this move for you. It is normal to charge a fee for this work being performed.
