how do I get a lease signed with a bank on a shopping center I'm building in Los Angeles CA?

Building a 30k sq ft shopping center in Los Angeles with ROSS as the anchor. Any help would be appreciated.

Do your own study of the area. Ask yourself which banks do not have a location in that area. Assemble a complete package of all demographics for that area., in 3, 5, 7 miles radius. Make sure you can provide a stand alone location , or end cap for DRIVE THRU. Contact the banks real estate department , with your information. You are off to the races.

I concur with Tony. A great resource on banks is the FDIC's Summary of Deposits (http://www2.fdic.gov/sod/). You can find information on all banks operating in the area, as well as the deposit amounts of each branch in the trade area.
By comparing the data from the local market with that of the regional trade area, you can determine which banks are the major player, and who is under-represented locally. This way you can target your message to specific banks.
