Yes, sometimes there is a qualifier, like electricity is paid by tenant. But the definition is that it includes everything.

full service is typically used in office when NNN are incorporated into a base year. Full service usually includes electricity (unless otherwise added as "E"), HVAC that is offered during defined hours (and typically has an after hours charge in the $50/hour range for nights and weekends), and janitorial. Note, that taxes could be adjusted from base year depending on the language of the lease.

Full service typically includes everything including NNNs, a modified gross lease typically might included some NNN charges depending on the property. The lease should define exactly what is and is not covered so that there is no confusion or litigation.
