I'm not aware of any service that provides a mailing list for owners. I always use the tax records for the locale I am targeting. Typically you can pull up a list of properties on a given street or in a particular zoning code. The owner name is usually shown on the tax records, but in some cases the tenant pays the taxes and may actually show up as the owner on the tax records. Not a failsafe method, but I don't know of any other source.

Call your local Land America title company and ask about NiteOwl Plus.com.
This is a great tool to learn and use for many Due Dilligence searches.
You get it free but Land America hope to get your business in return.

Best source tends to be your local title company. Sometimes the information can be found online via your local tax assessor's office, but privacy laws are making that information less "public".
