The local association wants the public to know that the commissions are not "set". They are whatever you can negotiate. It is legal for all the agents in one company to charge the same commission. It is hoped that the agents from different brokerages in Scottsdale will compete by charging different amounts. Bargain hard.
It is difficult for brokers to know in advance which sellers will be wonderful to work with and which will be difficult. You will get the best deal if your broker considers you "wonderful" (that doesn't mean that you won't bargain hard when you get an offer).
