Class A Office Space is top quality office space that might be available in a given city. For an example, Century City in Los Angeles would be considered Class A office space. These buildings make up the "showcase and prestige" type buildings in a city. B&C are rated based subjectively when compared to a Class A building in the same city.

Building class is more complicated than that. The Appraiser's Institute defines building class, as well as the Building Owners and Managers Association. I wrote an article explaining building class definitions which is posted for all for free at: http://www.louisianacommercialrealty.com/2014/03/building-class-definitions-for-new-orleans-commercial-real-estate/
