Call the planning or zoning department for the city the property is located in. You can probably go on their website and look it up for yourself? C2 is not uniform all over the country so check the local uses.
A great free resource to check zoning in your area is www.municode.com. Click on "Online Library" once there. Then click on your state and you will see a list of municipalities. Go to the Zoning ordinance section and see what is allowed in C2.
