Are apartment buildings within rent control districts advantageous?

Investment property has value because of income. Anything that limits your income therefore reduces the value now and in the future.

Tenant turnover is virtually non-existent, but you won't see growth in income and you have no control over the future of your investment.
If you get into rent controlled projects, make sure you know what you are doing.
