Planned Urban Development mean higher price?

When comparing an apple to an apple, should a free standing "flex" building inside of a PUD fetch a higher price per s/f compared to same in non PUD?

No, just the oposite. Shared expenses plus not owning the land results in lower pricing to the consumer
