A standard procurement fee or commission should be paid by the owner or landlord of the building in both a sale and a lease per standard practices. Some owners will hesitate to cooperate with brokers and in some cases if there is an agreement between the tenant's broker and the tenant, sometimes the tenant will pay the fee. That is a much rarer case.
