Is the % procurement fee a different term for commission? I didn't answer this but I AM paying a commission.

Procurement fee is typically the same thing as the buyer side representation fee. You as the seller are paying a fee to the person who procures an offer.

The Procurement fee is what you are offering to the agent that represent the buyer/tenant.
