Is it better to find funders for your projects mainly in the state the projects are located?

It is not "better". Most people start locally because the "locals" know about the laws and zoning and taxes and the comparable properties... so they are more open to lending. A smart investor (funder) is not limited by state lines. Be adventurous in your search for money.
