How would you obtain the owner contact information on an unlisted vacant property?

If the county doesn't have a GIS, you can also go to the county tax site. This is often better because it will always provide you with the mailing address for the tax bill. As a former process server, I can assure you, you will find the owner where the tax bill is sent. If you want to take it a step further, once you have the address where the bill is going and/or a name, go to 411.com, or any other directory site and run a name search, (use as little info as possible..last name and city..) or run a reverse search on the address.
