How do you negotiate for better rates with prospective tenants?

To make it more clear,I own several office condo properties. Some times prospective tenants come up with very low offers and tell me that the competition is offering such low rates. Also in an office condo setting, there is a lot of competitive bidding down the rates. How do we handle such situations to show value to prospective tenants? Do tenants consider, good customer service, additions like business phone systems, furniture etc. as value adds?
