A Feasibility study basically considers the demand for a condominium project in a particular market area. Who are your existing competitors and there any new projects planned, projects under construction or distressed projects in your market area? Is your project residential or mixed use ?
There are a lot more factors to consider but this is a start.

From the way you phrased your question I assume that you know there is a study. If you have a legitimate interest in the study you may contact either the study's client (for whom it was prepared) or the study's author and request (and possibly pay for) a copy of the study. If you aren't an interested party in the study, then it is up to whoever owns the study.
If there is no study, commission one and pay for it!
