Any ideas on how to sell an excess sewer capacity on an industrial building in Los Angeles.

An industrial building in Los Angeles has excess sewer capacity for sale. The city charges approximately $4+ per gallon. Possible buyers would be business needing a large discharge such as a laundromat. How and where to market?

There is an exchange set up, I believe it is operated by the south cost air quality management board or department of enivornmental quality. We had a proeprty that had several million dollars worth of sewer capacity units and they were sold via the exchange.
