My landlord has increased my rent from $950.00 to $1,500.00 late charge of $25.00 per day. after the 1st. of the month. Is this legal?

No, 22433 Denker is not rent control. Check for yourself: go to http://zimas.lacity.org/, search for your property, and you'll see "Rent Stabilization" under under Planning and Zoning section.
Your question about rent increase due to late charges is situational/extraordinary in nature, and it is independent of whether the property is rent control. For this, review the penalties section of your apartment lease document.
